Drop your photo and get a JPEG that meets the Rwanda e-Passport (Irembo) rules: 600×600 px, under 200 KB. iPhone HEIC works too, and nothing is uploaded.

Source: IremboGov: passport photo requirements, checked 2026-09. Irembo's guidance allows square to portrait; published size limits differ (200 KB or 500 KB). A 600×600 JPEG under 200 KB satisfies all of them.
Ready-made for
Each one follows the official upload rules, checked against the source.
How it works
Passport, visa, or a size limit. The rules are built in, so you don't need to know the numbers.
Any photo works, including iPhone HEIC. Drag it to adjust the framing if you like.
Every rule is ticked off first, so the portal accepts it the first time.
Why use it
Exact pixels, file size window, JPEG format, and shape, each verified before you download.
HEIC is converted for you. No more 'file type not allowed'.
We search for the highest quality under the limit instead of crushing the photo.
Drag the photo to centre your face; the crop keeps the exact shape the form needs.
Passport photos are sensitive. Yours never leaves your device.
No upload, no queue. Most photos are ready in under a second.
Photo Resizer runs entirely in your browser. Nothing is uploaded, so there's nothing for anyone to keep, leak, or train on. We count anonymous usage (file name and type, what kind of data was found, browser, and IP) to keep the tool improving. We never see your files or what's inside them.

A JPEG that is 600×600 px and under 200 KB. White background. Eyes 30–50% from the top, face centred. No filters or retouching. Irembo's guidance allows square to portrait; published size limits differ (200 KB or 500 KB). A 600×600 JPEG under 200 KB satisfies all of them.
Yes. No sign-up, no watermark, no limits.
No. Everything happens in your browser, so the photo never reaches our servers. We only record anonymous usage, like which destination was picked; see our privacy page.
Yes. HEIC photos are converted automatically; portals that refuse HEIC get a JPEG.
Usually it's the wrong pixel size, a file over the size limit, a PNG or HEIC instead of JPG, or the wrong shape. The resizer fixes all four and ticks each rule off before you download.
Not yet. It checks the file itself: format, pixels, size, and shape. You still need a plain background and a front-facing photo, and the checklist reminds you.
