Yes. HEIC photos are converted automatically; portals that refuse HEIC get a JPEG.
Usually it's the wrong pixel size, a file over the size limit, a PNG or HEIC instead of JPG, or the wrong shape. The resizer fixes all four and ticks each rule off before you download.
